Mobilization of a Consulting Firm for the Evaluation and Update of the Sub-Regional Action Program to Combat Desertification and Land Degradation in Central Africa (PASR-LCD)
Main Objective of the Consultation
To evaluate and update the PASR-LCD to align it with the new strategic orientations of the UNCCD (2018–2030).
Supervision
Under the responsibility of the Deputy Executive Secretary, Technical Coordinator of COMIFAC, in collaboration with the ad hoc committee supervising the process.
Mandate of the Consulting Firm
- Finaliser une méthodologie complète d’évaluation et d’actualisation du PASR-LCD ;
- Évaluer la version actuelle du PASR-LCD, sa structure, sa forme, ainsi que son utilisation réelle par les parties prenantes ;
- Collecter les données pertinentes relatives : à l’évaluation du PASR-LCD, aux évolutions dans la lutte contre la désertification et la dégradation des terres ;
- Élaborer un rapport d’évaluation du PASR-LCD ainsi qu’une note de politique (policy brief) ;
- Réaliser une analyse d’écart et formuler des recommandations pour le futur PASR-LCD ;
- Animer une réunion technique de cadrage et de cohérence méthodologique ;
- Appuyer les consultations ciblées sur : l’appropriation du PASR-LCD, les thèmes prioritaires émergents aux niveaux national, sous-régional et mondial ;
- Organiser des panels d’acteurs sous-régionaux pour collecter des propositions d’amélioration du PASR-LCD ;
- Produire une synthèse analytique des contributions reçues.
